I see no reason why the Microsoft Visual C++ compiler wouldn't run on Windows 7.  That's the OS I use to build the Windows installer.

The gcc compiler in MinGW compiles faster than cl.exe and it generates faster code.  If your students wants fast code it is a good idea to install MinGW.
