I still havn't heard back from Dorai so I'm going to go ahead and upload it. I suppose I'll just use (license: see-COPYING)
But I was wondering, what category should it be? Do I need to use one that exists, or could I do something like (keywords: textproc)?

You can create new categories. It could simply be text but it's up to you.

That seems fine. The license information is not formally defined.

I guess "parsing" is the best existing category. But in general, you can create a new category if none fits.
